Judges’ comment “Didn’t just deliver a road, rather it delivered a valuable community asset” East Leeds Orbital Route is the largest project Leeds City Council has undertaken in the last 50 years. It was delivered on budget and opened four weeks early.

Main contractor Balfour Beatty collaborated with the council to ensure the project aligned with the local authority’s connectivity, safety and CO2 reduction policies.

The contractor sourced 80% of the project’s workforce and 95% of the small and medium 64km of the city. The project is Balfour Beatty’s first to use a power supply management system which eliminates on-site emissions.

The team claims to have reduced CO2e emissions by 85% as a result and the technology is now in use on other Balfour Beatty sites.

For climate resilience, a tailor made flood mitigation scheme was developed, using attenuation ponds and underground tanks.
